18th Annual Housing with Love Walk! July 12 – 18, 2010

For the past seventeen summers, Bob Murray of HECH has walked the entire length of Cape Cod, through all 15 towns, to raise money for a variety of housing programs.

His annual 108-mile, seven-day Housing With Love Walk raises money to help families from becoming homeless, to prevent homes being foreclosed on, to help homeless families access housing, to help the disabled find decent, safe and affordable housing.

For the past 4 years, the CDP has been one of the housing agencies participating and benefitting from the Walk. Our walkers have raised over $14,300 for the CDP’s Housing Programs.

Ground-Breaking for a Dozen Affordable Homes in Harwich -April 2010

In the midst of uncertainty about the housing market and the overall economy, there’s something very positive happening in Harwich. With the support of the Harwich Board of Selectmen, the Harwich Housing Authority and Barnstable County, the CDP was able to successfully finance the construction of 12 new units of affordable rental housing at 35 Main Street Extention.

At the recent groundbreaking, 50 people came together to celebrate this occasion and learn more about the features of these new homes.

Thankful Chases Pathway is being constructed using sustainable and high efficient building Practices and the residents will enjoy significant savings on their electric bills. The addition, the townhouse apartments will be outfitted with photovoltaics, made possible through funding from the Cape Light Compact’s Green Affordable Home Program.

Two units will be fully handicapped accessible. The remaining units will be,“visitable”. This means that each unit will have a zero step entrance and wider door openings making it easier to access by those with physical limitations.

Elizabeth Bridgewater, Director of Community Development Partnership, opened the celebration with a note of thanks to the many organizations and individuals who made this project possible.

Guest speakers included Sarah Peake (4th Barnstable District), Ed McManus, Chairman,Harwich Board of Selectmen, Bill Doherty, Chairman, Harwich Housing Authority and Roger Herzog, Executive Director, Community Economic Development Assistance Corporation.

CDP Partners with Cape Cod Fisheries Trust

The CDP staff has been busy working with the staff at the Cape Cod Fisheries Trust to roll out a new program that will keep many of our local fishermen in business and preserve this traditional Cape Cod industry. Recent federal regulations designed to better manage fishing stocks have resulted in sky rocking fishing permits with prices out of reach of the majority of the local fleet. The Cape Cod Fisheries Trust was created under the leadership of Paul Parker, then Executive Director of the Cape Cod Commercial Hook Fishermen’s Association (CCCHFA) to acquire fishing permits which could be leased back to fishermen at affordable rates. Capitalized with an investment from the Ford Foundation, other private money and local bank loans, the Cape Cod Fisheries Trust holds permits for many of the target and by-catch species that are the lifeblood of fishing families on the Lower Cape.

“When Paul approached me to work with the Cape Cod Fisheries Trust to develop this program, I knew right away that this was a perfect partnership for the CDP,” states Elizabeth Bridgewater, Executive Director of the CDP. “Our experience in affordable housing and in deploying micro-loans to the business community gave us a strong understanding of how to develop a fair and transparent process to distribute a limited and valuable resource. Most importantly, I understood how important it was to keep fishing families on the Lower Cape. Not only is fishing vital to the families that it supports, it represents an important revenue base that can circulate up to 5 times throughout the local economy.”

Nine members of the local Scallop fleet have been the first to sign leases with the Trust. With private lease prices going for up to $2.50/lb, the fishermen leasing from the Trust at $0.70/lb have an opportunity to stay in business. And landings from these nine scallopers alone represent up to 2.4 million in revenues. In the words of a family member of one local scalloper, “thanks again to Paul, Elizabeth and Sarah for helping to make this happen. If he had to wait to fish on the permit he just purchased, he would have gone broke. Instead, he is making a living and so are his crew. The program works and we can attest to it.”

CDP Receives Key Funding For Harwich Affordable Housing Project

At a recent press conference Governor Deval Patrick announced that the Community Development Partnership (CDP) was awarded $1.5 million by the Department of Housing and Community Development (DHCD) to develop a 12-unit affordable rental project at 35 Main Street Extension, North Harwich. The CDP will enter into a 99-year ground lease with the Housing Authority and also provide long-term management of the completed rental complex.

The project will provide housing to twelve households at a range of income levels under 60% of the Area Median Income (AMI). One, two- and three-bedroom units will be available and include features of Universal Design to allow for ease of access or for future accommodations for disabled and elderly residents and visitors. The development has been accepted in to the Mass Technology Collaborative’s “Affordable Green Homes Initiative,” which will fund LEED construction and green upgrades including photovoltaic panels for electricity.

Says Elizabeth Bridgewater, CDP Executive Director: “The CDP is pleased to work closely with our local communities to increase the availability of affordable housing on the Lower Cape. This grant from DHCD, our partnership with the Harwich Housing Authority and the financial commitment made by the town through CPA funds and Affordable Housing Special Revenue Funds are excellent examples of how collaboration can work to leverage resources to create a more economically diverse and vibrant community on the Lower Cape”.

Annual Report

Each year the Community Development Partnership publishes an Annual Report in conjunction with a meeting of the Membership. “Community Partnerships” was the theme for this year’s Annual Meeting. The CDP formally unveiled its new name “Community Development Partnership” and logo while acknowledging the many partnerships it has forged in the Lower Cape community. These partnerships have allowed the CDP to offer a variety of programs to the community, all with a small number of staff.
