Chatham

The Courtyards – 15 Balfour Lane, Chatham, MA

In partnership with the Friends of Chatham Affordable Housing, the CDP purchased an existing commercial space located off of Main Street in Chatham. The building is located in the Cornfield Neighborhood Center, a designated mixed-use growth zone for the Town of Chatham.

The commercial space (ground floor and basement) was converted into four 2-bedroom residential condominium units. The top floor of the building already houses three privately owned 2-bedroom residential units that were not bought or altered; they will remain market rate residential units.

The units were made available to qualified households earning up to 80% Area Median Income.

Harwich

The Little Homesteads – 836 Route 28, Harwichport, MA

836 Route 28 is a 1.36 acre property in South Harwich composed of a barn, colonial house, and small motel that were built together to form one large eight-unit rental complex. Units include a studio, five 1-bedroom units, one 2-bedroom unit, and one 3-bedroom unit. The property has been permitted for use as year-round rental housing for nearly 20 years.

The Community Development Partnership bought the existing rental property in January of 2005. Leveraging multiple private and public funding sources, the CDP fully rehabilitated the interiors and exteriors of the eight units, converting the heating system from electric to gas, and improving the energy efficiency of the units through additional weatherization measures.

The CDP served as the developer for the rehab and is now the owner and property manager for the rental property. Two of the units are affordable to households making up to 50% of the area median income (AMI) and the other six units are affordable to households making up to 60% AMI. The units are deed restricted to remain affordable in perpetuity.

17 and 19 Robert Lane – Harwich, MA

Two identical duplexes face each other on one piece of property, with each duplex housing two apartments of 2-bedrooms each. The CDP rehabbed the existing buildings, and now owns and manages this property. Three of the units were occupied at the time of purchase, and the tenants were certified income eligible. All tenants are income eligible at or below 80% area median income.

Brewster

Nickerson Park Condominium – Unit #7, 3550 Main Street, Brewster, MA

  • 1 Affordable Rental Unit
  • Minor rehab of an existing rental unit in 2007
  • CDP serves as Property Manager

This single studio unit was purchased by the CDP in order to retain an existing rental unit in Brewster, and to ensure its affordability in perpetuity. Minor rehab was conducted to improve energy efficiency and address ongoing maintenance. The unit is rented to tenants making up to 80% of AMI. This small project provides a potential model for future small-scale, scattered site affordable housing projects. The project utilizes existing housing stock, providing much-needed housing security for a Brewster resident while maintaining the existing character of the Town.

Great Fields Road – Brewster, MA

The Town of Brewster asked the Community Development Partnership to serve as the non-profit applicant for a Federal Home Loan Bank grant to facilitate the development of two affordable single-family homes on parcels of land provided by the Town.

Orleans

Canal House – Orleans, MA

  • 3 Affordable Rental Units; Congregate Housing
  • Major rehab of an existing building
  • Opened in March 1998
  • Managed in collaboration with Gosnold

Three apartments create an eight-room single room occupancy residence for individuals committed to recovery from substance abuse. A supportive and cooperative living experience provides separate living quarters for five men and three women plus an apartment for a resident manager. Six rooms have project based rental assistance through the Section 8 Moderate Rehab program; these tenants pay 30% of their income. Two rooms are not subsidized because the CDC and its partners recognized that substance abuse has no income limits and people who may not qualify income-wise also need the program and services.

The Community Development Partnership was the developer of this project and now owns the building. The services are provided in coordination with Orleans Housing Authority, and Gosnold, Inc. As needed, tenants receive assistance from additional community-based agencies such as Interfaith Council for the Homeless, Cape Cod Human Services, and the Cape Cod Council on Alcoholism and Drug Dependency.

Opa’s Way – Orleans, MA

  • 12 Affordable Single Family Homeownership Units
  • Collaboration with the Town of Orleans

The Community Development Partnership administered grants for a Feasibility Study for the Town of Orleans to determine affordable homeownership housing funding and development possibilities for a parcel of land purchased by the Town. The Community Economic Development Assistance Corporation (CEDAC) and the Massachusetts Housing Partnership awarded Initial Feasibility loans totaling $5,000. Twelve homeownership units were eventually developed on the site.

Eastham

Gull Cottage Colony Conversion – 885 State Highway, Eastham, MA

This cottage colony consists of five rental units: one 1-bedroom, three 2-bedrooms, and one 4-bedroom. The Community Development Partnership rehabilitated the existing cottages, and now owns and manages these five units. The units were rented beginning in October 2000. Two of the units are affordable to households making up to 50% of the area median income (AMI) and the other three units are affordable to households making up to 60% AMI. One unit has a Section 8 Project Based Voucher (PBA).

1475 State Highway – Eastham, MA

  • 2 Affordable Rental Units
  • Rehab of existing property in 2002
  • CDP serves as Property Manager

This building is a duplex with two apartments of 2-bedrooms each. The CDP rehabbed the existing building, and now owns and manages this property. One unit was occupied at the time of purchase, and the tenant was certified income eligible. All tenants are income eligible at or below 80% area median income.

1425 Nauset Road – Eastham, MA

  • Collaboration with the Town of Eastham
  • CDP serves as Property Manager

In 2006, the Town of Eastham relocated a donated house to a town-owned lot next to the Council on Aging. The Town received grant funding to make the unit wheelchair accessible for use as affordable rental housing. Eastham handled all renovations and modifications. The CDP signed a 3-year Management Agreement with the Town of Eastham to manage this unit as a handicapped-accessible 2-bedroom affordable year-round rental. A tenant was selected, qualified and in residence in January 2007. The agreement can be extended up to an additional 96 years.

4775 State Highway – Eastham, MA

4775 State Highway is a duplex, consisting of two 2-bedroom units. The Community Development Partnership brought this property forward to and manages it for Shallow Pond, Inc., a real estate subsidiary of the Cape Cod Five Cent Savings Bank. These units are rented as year-round affordable units to families with household incomes from 80-120% of the Area Median Income (Moderate Income). The CDP entered into a three-year agreement to manage with a potential three-year extension and receives a monthly management fee for its services.

Wellfleet

Wellfleet Apartments – Fred Bell Way, Wellfleet, MA

  • 12 Affordable Rental Units
  • New construction; completed in 2002
  • CDP serves as Property Manager

The CDP, in partnership with the Wellfleet Housing Authority, developed, owns, and manages the apartment buildings at Fred Bell Way. The Wellfleet Housing Authority has retained ownership of the land and has provided a 60-year ground lease to the CDP.

The twelve units are composed of four buildings, with each building housing a 1-bedroom apartment, a 2-bedroom apartment, and a 3-bedroom apartment. All of the tenants must be income eligible at or below 50% area median income and pay a maximum of 30% of their yearly income towards their rent.

Old Wharf Road – Wellfleet, MA

  • 4 Affordable Single Family Homeownership Units
  • New construection; developed in 2004
  • Collaboration with the Wellfleet Housing Authority

The Community Development Partnership entered into an agreement with the Wellfleet Housing Authority in July 2001 to serve as the development consultant for the construction of four single-family scattered site affordable homeownership units. The CDP coordinated engineering, due diligence, site clearing, and utility work at the site. We issued an RFP for the construction of the homes, performed construction supervision, and conducted the lottery for the home sales. The CDP served as the coordinator for and liaison between the Town, the selected homeowners, and the General Contractor. The project was completed in Summer 2004.

Oyster Lane – Wellfleet, MA

  • 5 Affordable Single Family Homeownership Units
  • Collaboration with the Town of Wellfleet

The Community Development Partnership served as the administrator for Community Development Block Grant funds awarded to the Town of Wellfleet for the development of five affordable ownership units. The grant money was used to purchase the property, which had a cost of $230,000.

Truro

14 Old Firehouse Road – Truro, MA

In 2004, the Community Development Partnership entered into a Management Agreement with the Town of Truro to manage a 3-bedroom single-family home donated to the Town, now located on Old Firehouse Road. The home was in ready-to-rent condition at the time of the agreement. The Management Agreement between the CDP and the Town is for a term of three years, with a possible extension up to 96 years.

CDP responsibilities under the contract include the full-range of property management services, including marketing, tenant qualification and selection, maintenance of a pre-screened applicant list, and the preparation, execution, and enforcement of a rental lease. The CDP monitors the tenant household according to the guidelines set out in the lease, including the annual verification of eligibility of household income. The CDP is responsible for preventative and ongoing maintenance and repair to the property, and maintains insurance for the property.

Provincetown

58 Harry Kemp Way – Provincetown, MA

The CDP purchased this Provincetown building as a turnkey property; we now manage the four 1-bedroom apartments. All tenants are income eligible at or below 50% area median income and pay roughly 30% of their yearly income for rent.

27 Nelson Avenue – Provincetown, MA

27 Nelson Ave is a duplex with two apartments of 3-bedrooms each. The CDP developed, owns, and manages these two units. One unit was occupied at the time of purchase, and the tenant was certified income eligible. All tenants are income eligible at or below 60% area median income (AMI).
