Board of Directors

The Board of Directors meets bi-monthly to review program progress and to develop or approve strategic plans to meet program and organization goals. The Board is comprised of residents representing the towns of our service area, individuals of low-income or individuals representing our low-income clients and constituents, a mix of those with interest and expertise in affordable housing and economic development, as well as representatives from key partner organizations, including the Community Coalition of Cape Cod, the Cape Cod Commission, and an established environmental organization.

Ernie Rogers, President, Board of Directors Ernie has worked for Cape Cod Five Cents Savings Bank for the last fifteen years. His current position is Vice President, Commercial Loan Officer. He is active in his community and is presently involved with the Highlands Center, Snow Library in Orleans and of course, the CDP.

Prior to moving to the Cape in 1989, Ernie lived in and around the Boston area and progressed through two other distinct careers. A career in the book industry and another in the catalog mail-order business. He is married to Anita, a Social Worker, and has two adult daughters that have provided them with 7 wonderful grandchildren!

Russell Labbe, Vice President, Board of Directors Russell G. Labbe, Jr., is the Branch Manager for the Cape Cod Fives East Harwich Branch. Russ has over fifteen years of financial services experience prior to and since joining Cape Cod Five; he has been involved a wide range of management roles, all on Cape Cod. Russ is a graduate of Nauset Regional High School where he was a member of the school’s start-up Lacrosse team. He resides with his wife and children in Harwich where he can occasionally be found on the golf course, and more often, running on the back roads. Russ is an active member of the Harwich Chamber of Commerce and the Dennis/Harwich Rotary Club. In addition, he is member of the Cape Cod Fives Charitable Foundation serving on the Human Needs and economic development committee.

Joe Bayne, Treasurer, Board of Directors For the past forty years, Joe Bayne has started, managed, acquired, integrated and sold businesses focused on financial transaction and information processing services and software. His career included working with Automatic Data Processing, Inc, (ADP) and Bell Telephone Laboratories. Joe currently serves on the Eastham Finance Committee.

Florence Seldin, Clerk, Board of Directors Prior to moving to Cape Cod full time in 1994, Florence served for 3 years as Superintendent of Schools in Harvard, MA. Currently, a member of the Chatham Board of Selectmen, Florence has been involved with the Chatham Affordable Housing Committee, Community Preservation Committee and the Friends of Chatham Affordable Housing (FoCAH). She was Chatham’s representative to the Cape Cod Commission and for ten years served as a court advocate for Independence House. Florence was President of the League of Women Voters Cape Cod Area, and served on the state board of the League as well. She has a doctorate from the University of Rochester.

Sandy Blajda Sandy Blajda spent the first 18 years of her life in New Hampshire, obtained a degree in Graphic Design in the Boston area, returned to New Hampshire where she worked in the printing and publishing industry and then moved to Bermuda with her husband for two years. In Bermuda, she volunteered for the Big Sisters of Bermuda and the Bermuda Biological Station for research. From Bermuda, Sandy and her husband relocated to Cape Cod and opened “Ocean Tailors”, located in the Nauset Marine building in Orleans. They employ four part-time employees. Sandy currently resides on Cape Cod but owns and manages rental property in New Hampshire. She is happy to join the Board of Directors of the CDP and is a new member of the Housing Committee.

Norman Edinberg Norm Edinberg represents the CDC on the Cape and Islands License Plate Steering Committee. He is the retired founder and president of several auto industry manufacturing companies in Venezuela where he lived for 27 years. He also designed and directed an Entrepreneurship program for the United Nations, implementing it in several countries in Latin America, Africa and Asia. Norm is a resident of Truro where he served on the Truro Partnership, the ZBA, the Selectmen’s Advisory Committee, the Charter Re-Write Committee, the Open Space Committee and Truro Concert Committee.

Alex Hay Alex is currently Co-Owner and Operations Director for the Mac’s Seafood Company. Helping to build and develop Mac’s from a single seasonal fish market into multi-location year-round company has been a passion for 18 years. This passion has carried over into his volunteer worked focused on economic development for the Outer Cape. He is a founding Board Member of SPAT and Operations Manager for the Wellfleet Oystersfest. He serves on the Truro and Wellfleet Economic Develpoment Committees, the Wellfleet Board of Health, and is the Chair of the Wellfleet Wastewater Planning Committee. Alex lives in Wellfleet with his wife Elspeth and new daughter Sally Elizabeth.

Scott Kerry Scott Kerry joined the family’s insurance business in 1994, and became the current President in 2003. He is a 1989 graduate of Ohio Wesleyan University and received his MBA from Suffolk University in 2000. Scott also volunteers his time with Nauset Cares and served on the Finance Committee for the Town of Eastham. Scott currently serves as the Chairperson, Eastham Charter Review Committee and on the Board of the Cape Cod Insurance Agents Association.

Lori Meads Lori Meads is a true native of the town of Truro having lived there all her life with the exception of attending college. She graduated from Bryant College (now Bryant University) with a BA in Business Administration with a concentration in Marketing in 1990. Upon graduation, she became the store manager of the GAP clothing store in Hyannis until 1992 when she was hired by Seamen’s Bank. She now holds the position of Vice President of Marketing and Administration and well as being the Executive Director of the Bank’s Charitable Foundation. Her professional experience, in addition to banking, is in the fund development arena due to her positions held on several boards and being involved in various charitable events. She feels it is important to give back to the community and follow through on what you believe in. That is why she has been able to cultivate many contacts on the lower cape with businesses and individuals through her position at Seamen’s. Lori lives in Truro with her husband Michael and daughter Emily. She enjoys spending time with her family and friends and feels very lucky to have such a special place to call home.

Paul Niedzwiecki Paul Niedzwiecki is the Executive Director of the Cape Cod Commission where he serves as community liaison, manages a staff of 40 professional planners and technical experts, and coordinates the activities of a 19-member quasi-judicial board of citizen volunteers. Before joining the Cape Cod Commission in 2007, Mr. Niedzwiecki served for 3.5 years as Assistant Town Manager for the Town of Barnstable, Massachusetts. His past experiences include serving a year as Special Assistant District Attorney and Chief Financial Officer for the Cape and Islands District Attorney’s Office; serving two years as Vice President and General Counsel for Commonwealth Corporation; serving two years as Chief of Staff for Massachusetts State Senator Henri Rauschenbach; and teaching research methodology, state and local politics, and environmental policy and politics for ten years as Adjunct Professor of Government at Suffolk University in Boston. He also previously conducted a private legal practice related to the exportation of environmental goods and services. Mr. Niedzwiecki also served in the United States Marine Corps for four years. Mr. Niedzwiecki served as the first Chairman of the Cape Cod Water Protection Collaborative. Mr. Niedzwiecki also served as an advisory board member for the Massachusetts Water Resources Authority during that agency’s clean-up of water pollution in Boston Harbor in the late 1980s. Mr. Niedzwiecki earned a Bachelor of Science degree in public administration from Suffolk University and a law degree (Juris Doctor) from Suffolk University Law School. He was admitted to the Massachusetts Bar Association.

Jari Rapaport Jari Rapaport retired to Cape Cod in 1993 from Hastings-on-Hudson, NY where she was employed for 19 years by Family Service of Westchester, Inc. as the Director of Advocacy Services. She also worked for the New York City Youth Board and later as an Associate with the Citizen’s Committee for Children, Inc. in New York City. Jari’s current membership and activities include: The Homeless Preventions Council and The League of Women Voters of the Cape Cod Area. Jari served for many years on the Town of Eastham Human Services Advisory Committee. She holds a Master of Science (Sociology) from Columbia University and a Master of Social Work from Adelphi University.

Levi Smith Levi Smith has been the Branch Manager at Complete Payroll Solutions since 2009. He is responsible for the growth and sustainability of their Cape Cod and Islands location in Chatham. From 2006 – 2009 he was the Branch Manager of Sales & Operations at Xtra Lease where he managed and formulated all sales and marketing strategic planning initiatives. From 2003 – 2006 he was the Branch Manager of Sales, Marketing and Operations at Enterprise Rent A Car where he held full general management responsibilities for sales, marketing and P&L performance in the San Diego region at multiple locations for the local and national rental company. Levi Smith received a BS in Management and Organizational Communication/ Business Administration (Minor) from Point Loma Nazarene University, San Diego CA.

Terri Souza – Clerk Terri has served as Manager of the Cape Cod Five Cents Savings Bank’s Orleans Branch since May 2009. She joined the bank in 2007 as its Eastham Manager following over twenty years in banking management roles on Cape Cod. During that time Terri has enjoyed the satisfaction and rewards of being involved in many local organizations. As a member of the Eastham Chamber of Commerce, she serves as Treasurer and Chair of their Finance Committee, and as a member of their Events Committee. Also, she recently had the pleasure of volunteering for the Cape Cod Children’s Place annual Lunch Box fundraiser. Originally from Michigan, Terry has resided in Brewster since 1989 with her husband and two sons.

Mark Watson Mr. Watson began his career at the First National Bank of Chicago (now a part of J.P. Morgan Chase and Co.) as a First Scholar and worked three years as an Equity Analyst in the trust department. (Tenure June 85 – May 90) A native of Chicago, Mr. Watson holds a MBA ’92 with a concentration in finance from the University of Chicago. He graduated from the University of Illinois at Champaign in 1985 with a B.S. of Finance.

Mr. Watson has over 25 years of the investment industry experience and is currently founder and CEO of Keel Asset Management LLC, a registered investment advisory firm that specializes in socially responsible investing.

In addition to serving as a CDP board member, Mr. Watson is currently a board member of the Boston Area Sustainable Investment Consortium, Highland Center Inc. (development nonprofit in Truro, MA), and the Boston chapter of the National Forum for Black Public Administrators. He is also a member of the Economic Club of Chicago, The Harwich Chamber of Commerce, the Social Investment Forum, and the National Association of Securities Professionals. He enjoys sailing and traveling during his free time

Gerard J. (Rod) Vyskocil, Jr. Rod spent his career in the sales and development of employee benefits plans. Rod’s concentration was on the design, sale and communication of worksite benefit programs. During his career, he helped to design, sell and enroll the voluntary dental plans which collectively cover more than 1.5 million people. Prior to starting his own firm, Rod was President of Better Benefits, Inc., a national broker of voluntary benefit programs; a Principal in American Dental Consulting Company, a leading dental benefits design firm; and Executive Vice President of LeafRe Reinsurance Company, a facilitator of turnkey voluntary dental insurance programs. Rod now devotes his time to various non-profits. He serves as a board member of Camp Acorn, a program benefiting multiple handicapped children and adults; President Emeritus of the Rockland Country Club Foundation, a philanthropic organization; and First Vice President of the David Goldberg-Berdais Child Care Center, a school that provides early childhood education and day care services for low income residents of Northern Bergen County, New Jersey. He is also a member of the President’s Council at St. Thomas College in Sparkill, NY. Rod lives in East Orleans, MA with Joanne, his wife of 29 years.
